Well shit, i checked the logs and there's nothing useful there.

Now i know what you might be thinking: no logs, no help. i checked the task manager and javaw.exe didn't even show up from what i saw, and i tried it many times. the launcher just disappeared (since it had disappear on launch on) and then reappeared almost immediately. Now, technic launcher would actually run vanilla minecraft in 32-bit, but if i tried 64-bit it wouldn't work. basically, his laptop is 64-bit, he is running windows 10 64-bit, regular minecraft runs in 64-bit from the minecraft launcher. i went over to fix it today and spent around and hour trying to fix it. So this is actually happening on my friend's pc. These Modpacks are some of the best changes that you can make to the game.Maybe this isn't specifically tekkit related, i'll post this elsewhere if anyone knows somewhere for these types of questions.
